To "keep your chin up" means to have a positive attitude, and not let your mood get too bad, and it's usually said to encourage someone who is feeling down or discouraged.
Here's an example conversation betwen two basketball players who just lost a big game:
Steph: I can't believe we lost. And it's all my fault! Klay: Well, keep your chin up. We'll have another chance next year.
