The expression "every dark cloud has a silver lining" is a very commonly used idiom.
The "dark cloud" represents a bad situation. The "silver lining" is the bright, shining edge of sunshine around the outside part of the dark cloud, and it represents a good or hopeful point.
So basically, the expression means that we can find some positive points in negative situations. Often, only the "silver lining" part of the expression is used.
So, for example:
"I stayed home all day on Saturday because it was raining, but the silver lining was that I got a lot of work done."
