The idiom "on the other hand" is used to make a point that opposes or contrasts an previous point. The pattern is often:
[Good point]. On the other hand, [bad point.]
-OR-
[Bad point]. On the other hand, [good point].
So, for example:
"I don't want to eat ice cream too often because it isn't healthy. But on the other hand, it's really good!"
If you know you're going to make two contrasting points, you can also use "On one hand, ..." before the first point to highlight the contrast.
Example:
"I haven't decided yet if I'll go to the Bob Dylan concert. On one hand, the tickets are really expensive. But on the other hand, it's probably my last chance to see him live."
