As a short answer to a yes/no question, you can say "not really" to basically answer "no," but in a softer, more polite way.
For example:
Kay: "Do you like romance movies?" Michael: "Well, not really. But sometimes romantic comedies are okay."
Here, it might sound too strong or too negative if Michael just answers, "No!" - especially if Kay loves romance movies! By answering with "not really," Michael communicates his "no" answer in with a less direct, more gentle tone.
